The “Soy México” outreach campaign is entering its final stretch before concluding on Wednesday, September 30, prompting the Municipal Civil Registry Office to issue a final call for eligible families to take advantage of the streamlined registration process.
Launched on September 1, the initiative is was created specifically for U.S.-born minors of Mexican parents who have not yet formally registered their birth in Mexico, according to Lizbeth Pacheco Márquez, Civil Registry 01 Official.
The primary objective of the “Soy México” campaign is to allow eligible children to obtain official Mexican birth registration alongside their Unique Population Registry Code (CURP).

Over 3,000 Applications Processed
3,608 applications have been processed across various Civil Registry branches as of Friday, September 25.
Officials credit this strong turnout to a coordinated multi-level government effort designed to protect the right to identity while facilitating access to essential public services and procedures throughout Mexico, according to Pacheco Márquez.
To apply, applicants must submit original and copies of the following required documentation:
- Completed birth registration application form
- Legible, complete U.S. birth certificate (minors only)
- Updated Mexican birth certificate(s) of the parent(s) featuring a QR code
- Valid ID of the Mexican parent(s)
- Certified CURP for the Mexican parent(s)
- Proof of address issued within the last three months, exclusively for Tijuana residents
- Power of attorney, if a third party is submitting the application

Eligibility Guidelines and Exclusions
To simplify the application process, Pacheco Márquez emphasized that apostilles, translations, and certificates of non-existence are not required.
However, individuals born in Connecticut, Guam, Idaho, Kentucky, Maryland, Nebraska, New Hampshire, Puerto Rico, Rhode Island, Texas, American Samoa, or the Northern Mariana Islands are ineligible for this specific campaign.
The Tijuana City Hall encourages interested parents to visit any Tijuana Civil Registry office located across the city’s municipal districts, where staff will be accepting documents between 8:00 AM and 1:00 PM.
