With the 2027 gubernatorial race still two years away, Tijuana Mayor Ismael Burgueño Ruiz is already emerging as the candidate to beat.
According to a new survey by Demoscopia released on May 8, Ismael Burgueño Ruiz is the clear frontrunner in voter preferences for the governorship of Baja California.
The poll asked 1,000 residents across all municipalities of Baja California: “Who would you like to see as the state’s next governor?”

Mayor Burgueño Tops Candidate Preferences
Burgueño Ruiz claimed the top spot with 42.9% support, leaving his closest rivals far behind. Héctor Osuna Jaime trailed with 20.1%, followed by Jorge Ramos at 7.8% and Gustavo de Hoyos with 6.3%.

When voters were asked who they would like to see as Morena’s official candidate for governor, the Tijuana mayor once again led the pack with 32.5%. Senator Julieta Ramírez came in second at 20.2%, while Ensenada Mayor Claudia Agatón followed with 10.5%. Former government secretary Alfredo Álvarez (7.3%) and Senator Armando Ayala (3.6%) rounded out the top four.

Morena Remains the Party to Beat
The survey also took the pulse of party preferences ahead of the next election. Morena dominated the field with 42.7% of mentions. The National Action Party (PAN) trailed at 20.1%, followed by Citizens’ Movement (MC) at 5.7%.

Smaller parties also registered support: the Labor Party (PT) earned 5.4%, the Ecologist Green Party of Mexico (PVEM) 4.8%, and the Institutional Revolutionary Party (PRI) 2.9%.
Demoscopia conducted the survey via multi-agent telephone dialing and digital capture, targeting adults over 18 across all socioeconomic levels in Baja California. The sample of 1,000 respondents, conducted between May 3 and May 6, carries a margin of error of ±3.8%.
