Tijuana’s Municipal Secretariat of Culture worked together with representatives from San Diego County and the Mexican Consulate to deepen the longstanding relationship between the two border cities and advance cross-border cultural cooperation, following the directives of Mayor Abdiel Gutiérrez Coronado.
Yadira Esther Gutiérrez Avila, Tijuana’s Secretary of Culture, and Priscilla Samantha Alvarado Luna, Director of the Municipal Institute of Art and Culture (IMAC), met with officials from the San Diego County Office of Binational Affairs and the Mexican Consulate in San Diego and explored strategies to expand institutional collaboration across culture, arts, cinema, and creative industries.
Gutiérrez Avila emphasized the unique potential of the border region, describing it as a natural bridge for partnership through culture.
“Culture speaks a universal language that brings our communities together and reinforces our shared identity,” she stated. “From Tijuana, we remain committed to building strategic alliances with our binational partners by creating more platforms for artistic exchange, showcasing the talent of our creators, and advancing a cultural agenda that serves the entire border region.”

Also present at the discussions were Denice Garcia, Director of Binational Affairs for San Diego County; Christine E. Jones, Director of Art, Film, and Creative Industries; and Gaspar Orozco Ríos, Consul and Cultural Attaché of Mexico in San Diego. The group examined concrete proposals aimed at fostering cultural interchange, developing joint projects, and expanding opportunities for artists and cultural workers on both sides of the border.
These efforts reaffirm the Tijuana City Hall’s commitment to fortify binational relations through meaningful strategic partnerships. By championing cultural development, artistic innovation, and the sharing of knowledge and experiences, the city seeks to cement the region’s standing as a leading example of Mexico–U.S. cooperation.
