Mayor Ismael Burgueño appeared before the College of Constitutionalist Lawyers, where he detailed progress in public services, infrastructure, and security.

In an effort to share the key actions implemented by his administration, Tijuana Mayor Ismael Burgueño Ruiz appeared before the General Assembly of the College of Constitutionalist Lawyers (COABCO), where he detailed progress in public services, infrastructure, and security.

During the meeting, the mayor outlined the guiding principles, achievements, and ongoing challenges of the 25th Tijuana City Hall, speaking directly to members of the local legal community.

Focus on Cleanliness: “Tijuana, Clean City” Program

Burgueño highlighted one of his administration’s flagship initiatives: the “Tijuana, Clean City” program, launched in response to severe deficiencies in urban maintenance and trash collection identified at the start of his term.

“When we took office, we found a dirty and neglected city on both its streets and boulevards. That’s why we pushed forward a program designed to reach the most remote communities and address areas that had never received waste collection services,” he said.

According to the mayor, the program has opened 343 garbage collection routes over the past year and a half, now covering 98% of the city. Efforts have also included grading, pothole repairs, street washing, lighting upgrades, and removal of bulky waste.

“Tijuana Illuminated” and Urban Infrastructure

Mayor Ismael Burgueño also emphasized improvements under the “Tijuana Illuminated” program, through which high-quality lighting has been installed in neighborhoods and along major boulevards.

He added that the city is promoting the installation of “Safe Pathways”, a federal strategy championed by President Claudia Sheinbaum Pardo, to strengthen public spaces and enhance security for students and public transit users.

Security Strategy and Results

On security, the mayor explained that his administration has reinforced coordination with state and federal authorities through regular security roundtables, combined with intelligence-led policing, technology, and community outreach.

Key measures include mandatory body cameras for municipal police, the equipping of patrol units with video surveillance and GPS, and the use of drones to boost patrol coverage and response times.

The mayor noted that these actions have contributed to a reduction in homicides in Tijuana and have improved public perception of safety. He reaffirmed his administration’s commitment to continue strengthening the city’s comprehensive security strategy in full compliance with the law.

Following his remarks, the mayor took part in a question-and-answer session with attendees. He also administered the oath of office to Fernando Maldonado Lamadrid, who was named president of the San Quintín Chapter of the College of Constitutionalist Lawyers.

The assembly was attended by Alejandro Rivero Huerta, legal advisor to the 25th City Hall, and COABCO President Viviana Lozoya Rodríguez. Also present were COABCO Deputy General Secretary Karla Páez, Vice President Josefina Orozco López, Tecate Chapter President Leslie Arias Sesma, FEDABO President David Rincón Rey, along with other leaders and representatives from professional associations across the local community and the state.
