Mayor Ismael Burgueño Ruiz formally presented the Second Annual State of the City Address of Tijuana’s 25th City Hall to the State Electoral Institute of Baja California (IEEBC).
The document outlines the key programs, initiatives, and public investments executed over the past year, aligning with state mandates for legal compliance, transparency, and accountability.
During the presentation, Mayor Ismael Burgueño expressed his gratitude to IEEBC Presiding Counselor Luis Alberto Hernández Morales for hosting the ceremony and ensuring a smooth submission process.
“In Tijuana, multi-level intergovernmental collaboration is a fact and our greatest strength,” he stated. “This shared effort has proven essential to advancing our welfare programs, infrastructure projects, and public safety initiatives throughout this administration.”

A Human-Centered Approach to Governance
Mayor Ismael Burgueño emphasized that his administration has prioritized a human-centered agenda since taking office, ensuring people remain at the core of municipal decision-making.
He credited this progress to strategic alignment with Mexican President Claudia Sheinbaum Pardo, close coordination with Baja California Governor Marina del Pilar Ávila Olmeda, and direct engagement with local communities.
Reflecting on his second year in office, the mayor noted significant strides in modernizing Tijuana, promoting economic equity, and addressing long-standing infrastructure deficits.

Achieving these milestones required vital backing from the city council including city auditor Teresita Balderas Beltrán, local councilors, and the municipal cabinet.
“Our mission remains firm: no community in Tijuana will be overlooked or left behind. Residents across every neighborhood are seeing and feeling real results,” the mayor said.
Greeting the delegation prior to the handover, IEEBC Presiding Counselor Hernández Morales praised the mayor, underscoring the critical role public oversight plays in local democracy.

Tracking Campaign Promises
Hernández Morales highlighted a distinct legal framework in Baja California that mandates political candidates to submit formal campaign pledges prior to taking office. These records are published on the IEEBC web portal for public access.
By comparing annual progress reports directly against these promises, the electoral institute provides citizens with a transparent accountability tool to track whether campaign promises are being honored throughout an official’s term.
