According to city officials, more than 2,000 aspiring entrepreneurs and small business owners have received training and support through the Fondos Tijuana program, which was kicked off during the current municipal administration, under Ismael Burgueño Ruiz’s tenure.
The initiative, led by Tijuana’s Secretariat of Economic Development (SEDETI), is designed to help residents turn business ideas into viable projects by providing access to training, guidance and professional resources.
The city says the program has become part of a broader effort to strengthen local entrepreneurship, encourage self-employment and create new economic opportunities for families across the city.

Training entrepreneurs beyond financing
While Fondos Tijuana is often associated with business funding opportunities, leaders say a major focus of the program has been preparing entrepreneurs for long-term success.
Through workshops, one-on-one advising sessions and training courses offered by the Entrepreneur Support Center (CAE), participants receive guidance on business planning, company registration, administration, financing options and growth strategies.
According to Pedro Montejo Peterson, Tijuana’s secretary of Economic Development, education and mentorship remain some of the most valuable tools available to entrepreneurs seeking to build sustainable businesses.

“At SEDETI, we continue investing in training programs that help people develop business ideas, strengthen their projects and access opportunities that can improve their economic future,” Montejo said.
City officials say the program’s impact extends beyond individual businesses. By helping residents gain practical skills and access professional support, the city hopes to foster a stronger entrepreneurial ecosystem that can contribute to economic growth and job creation throughout Tijuana.
