In the most recent evaluation from international ratings agency Fitch Ratings, the public utilities commissions of Mexicali, Tijuana, Ensenada, and Tecate received positive assessments for their efficient performance as water operators in Baja California. These agencies operate under the state government, led by Governor Marina del Pilar Ávila Olmeda.
According to the governor, these results reflect coordinated efforts to maintain efficient services and financial stability for the benefit of Baja Californian families.

“These evaluations confirm that we are on the right path in responsibly managing public resources, ensuring water access reaches all communities, especially the most vulnerable ones,” Governor Marina del Pilar stated.
Fitch Ratings evaluated 13 water agencies across Mexico. In Baja California, CESPM (Mexicali) and CESPT (Tijuana) maintained AA- (mex) ratings, with positive and stable outlooks respectively; CESPTE (Tecate) held steady at A+ (mex); and CESPE (Ensenada) was upgraded to BBB+ (mex), all with stable outlooks.

The Secretary of Finance, Marco Moreno Mexía, explained that these results demonstrate the agencies’ ability to maintain operational solvency despite economic challenges, including inflation.
He noted that Governor Marina del Pilar has closely monitored the performance of water agencies, recognizing that—amid inflation—ensuring access to clean water is crucial for protecting vulnerable populations and reducing inequality gaps.

Fitch Ratings confirmed the ratings of eight agencies, upgraded four, and downgraded one, reflecting an overall positive trend.
