Mayor Abdiel Gutiérrez Coronado presided over the First Ordinary Session of the Tijuana Peace and Civic Justice Council, a body that brings together authorities from all three levels of government, educational institutions, and civil society organizations.
During the session, the mayor underscored that peacebuilding requires close collaboration between public institutions and the citizenry and stressed the importance of prioritizing prevention, fostering dialogue, and tackling the root causes of violence.
“We have been working continuously since the start of this administration, holding meetings with various collegiate groups and with colleagues from federal, state, and municipal agencies,” he said. “This session is significant because it formalizes the Council’s establishment and, above all, because it reflects our commitment to deliver tangible results for the people of Tijuana.”

Iván Alejandro Méndez, Director of the Community-Oriented Knowledge Generation Area at the Secretariat of the Interior (Segob), described the Council’s establishment as a major step forward and noted that its goal is to strengthen institutional coordination and encourage greater public participation in violence prevention efforts.
Elena Anguiano Rentería, Baja California’s Undersecretary of Assistance to Priority Groups, highlighted the importance of community engagement in rebuilding the social fabric and advancing civic justice initiatives.
During the session, councilmembers approved the appointment of Juan Diego Macareño López as head of the Council’s Technical Secretariat.
Macareño later presented a diagnostic assessment of the Peace and Civic Justice Council’s Strategy and a proposed work plan, both of which will serve as guiding documents to align institutional efforts and shape public policy aimed at violence prevention and lasting peace.

The Peace and Civic Justice Council is designed to function as an advisory, consultative, and coordinating platform between the three levels of government and civil society.
Its primary objectives include strengthening civic justice, mitigating the factors that fuel violence, and contributing to the reconstruction of the social fabric in the municipality.
The Council’s creation is part of Mexico’s broader National Peacebuilding Strategy and follows the regulatory framework approved by the Tijuana City Hall in 2025.

The session was attended by Ramón Vázquez Valadez, Secretary of Government; Paola Nohemí Leyva Izaguirre, General Cabinet Coordinator; Alejandro Rivero Huerta, Legal Counsel; and Katherine Jahel Collins Barrera, Secretary of Women.
Also present were Wendy Ontiveros González, Secretary of Welfare; Josué Octavio Gutiérrez García, Secretary of Humanist Development; and José Guillermo Cárdenas López, Director of the Tijuana Institute of Technology.
Additionally, Dania Gallegos García, acting head of the Municipal System for the Comprehensive Protection of Children and Teenagers (Sipinna), and Mabel Preciosa San Juan Medrano, acting head of the Municipal Directorate of Public Health, Assistance, and Security Support, attended alongside representatives from religious associations and other authorities.
