Operating through the Secretariat of Economic Development (Sedeti), the Tijuana City Hall has distributed 1,776 loans amounting to 88,243,160 pesos over the last two years.
These financial aids are designed to foster self-employment, stimulate entrepreneurship, and strengthen micro and small enterprises, reinforcing ongoing efforts to transform Tijuana.
Tijuana Mayor Ismael Burgueño Ruiz emphasized that these initiatives reflect a fiscally responsible government committed to transparent and efficient resource management.
“We understand that the foundation of economic development is built locally, through family businesses that offer a direct pathway to a better quality of life,” he stated.

Tijuana Funds Trust Aid
Through the Tijuana Funds Trust, the capital was channeled into three distinct economic programs:
- 1,756 “Boost to Self-Employment” loans totaling 84,265,000 pesos
- 9 “Launch Your Future” loans totaling 789,442 pesos
- 11 “Micro and Small Business Strengthening” loans totaling 3,188,718 pesos
These targeted investments expand opportunities for Tijuana residents to launch or consolidate commercial ventures, generate self-employment, and scale their operations to invigorate the local economy.
Financial Training
To maximize the impact of these initiatives, completing a certified financial training program was made a prerequisite for applicants of the “Boost to Self-Employment” and “Launch Your Future” programs.
This requirement ensures that beneficiaries are equipped with the administrative expertise needed to manage and leverage their capital effectively.
In partnership with the State Institute for Entrepreneurship of Baja California, Sedeti hosted 35 workshops that trained 4,632 citizens in business planning, administration, and enterprise management.


Tijuana Funds Trust Expands Programs
The Tijuana Funds Trust also broadened its scope to support strategic sectors.
Through the “Fostering Sporting Talent” initiative, 963,714 pesos were allocated to 19 local athletes to help fund their participation in international competitions.
Additionally, the “Health for All” program dedicated 7,200,000 pesos to provide comprehensive addiction recovery treatment and support for 300 homeless individuals.

Aid for UABC Students
Under the “Professionals of the Future” program, in collaboration with the UABC Foundation, 4,325,582 pesos were directed toward supporting 51 university students participating in international mobility programs and binational research fellowships.
Furthermore, the “Strategic Projects” initiative approved 85 subsidies for events and programs that enrich Tijuana’s economic, cultural, sports, and tourism sectors, while also backing indigenous communities.
Mayor Ismael Burgueño Ruiz’s administration remains committed to an economic strategy that places vital financial resources and training directly into the hands of local entrepreneurs.
By doing so, productive capacities and new opportunities are expanded in order to keep Transforming Tijuana.
