Ensenada will have a program called RESPIRA which will bring development and wellbeing to the port. This was announced by Baja Californian Governor, Marina del Pilar Ávila Olmeda who said that these seven public works are focused on recovering mobility and traffic flow in the municipality of Ensenada. This comprehensive initiative is looking to transform the state’s cities, improving the lives of millions of people.

This presentation took place at Bodega Santo Tomás facilities where the governor reaffirmed the role that space plays in a person’s development and wellbeing.

”Our dear Ensenada is the sum of the wills, emotions, and stories of more than 330,000 Ensenada natives. It is also the sum of the first impressions and unforgettable experiences of millions of tourists coming from all over the world,” said Marina del Pilar.

She added that Ensenada is the most visited port in the Mexican Pacific Ocean, with more than 700,000 cruiser passengers every year. It is also the indisputable capital of Mexican wine and an authentic city of knowledge, since it leads in number of scientists per capita in the country.

She also emphasized that, this year, between October 31 and November 4, Ensenada will be the venue of the 43rd World Congress of Vine and Wine 2022, the world’s most important wine event.

”On November 2, 1602, Sebastián Vizcaíno baptized us Ensenada de Todos Santos and since then this land has been home and inspiration for thousands of Ensenada natives,” stated Marina del Pilar about the history of one of the oldest communities in the state.

About RESPIRA, the governor said that this program is designed to create a transformation to a friendlier city model, to a city that breathes and lets one breathe.

”RESPIRA means a urban transformation with honesty, thinking about people, and especially about those have less and have been historically marginalized,” she added.

In front of media outlets and Ensenada native people, Marina del Pilar explained that the program consists of four axis: recovery of traffic flow, public transport modernization, application of new mobility technologies, and multiplication of green areas in all municipalities.

“Today we reveal the first phase of this comprehensive public works program that aims for more dynamic, sustainable, and efficient cities, as well as being friendlier for pedestrians, cyclists, and people with disabilities,” she added.

The public works revealed by Marina del Pilar were, firstly, the El Sauzal node that will positively impact thousands of visitors coming from the US or Tijuana.

The second public work is the modernization of Eje Esmeralda which will have a very positive impact by diverting several cargo transportation from the Ojos Negros area, as well as reducing the vehicular capacity at Calzada Las Águilas and Boulevard Reforma.

The third is the construction of the Maneadero Parte Alta Boulevard, a highly demanded project due to the high rate of accidents that happen in the higher area of the Maneadero district.

It should be noted that the expansion of the number of lanes in this highway and the conservation of the boundary will improve circulation considerably for the Maneadero population and will reduce risks of accidents.

The fourth work is the Avenida Ruiz-Libramiento node which encompasses the construction of the Libramiento Ensenada incorporation to Avenida Ruiz. This is very important because it is a zone with a lot of traffic that needs very specific points of access to be safer and reduce the accident rate.

The fifth work will be the expansion of Avenida Ruiz which will modernize part of the northern part of the city and will make it safer to access the port and the urban area.

The sixth public work will be the construction of a bridge and an incorporation node to Avenida Ruiz which will be interconnected to Avenida Reforma and Libramiento Ensenada, which will make the lives of 250,000 Ensenada natives much easier.

The seventh and last public work is the restoration of roads in different areas in the city of Ensenada.

“The previous six public works we have been talking about are essential highways, avenues, and boulevards. But in the last one we are talking about boosting these works in 16 different communities in Ensenada where the streets will be restored,” the governor explained.

Lastly, Marina del Pilar said that what is being promoted is, in essence, a humanistic and tactical urban planning that will be executed through projects that are possible thanks to a responsible management of public resources that will allow for permanent benefits to all Baja Californians.
