TIJUANA.- Former representative Gastón Luken Garza is so far the first and only person who plans to register as an independent candidate in the city of Tijuana, a process that is coordinated by non-profit Tijuana Independiente group, which decided to choose a citizen who will represent the independent movement in the upcoming 2016 Tijuana mayoral elections.
A private meeting took place after an open invitation, from which two contenders came out on top in the end: Juan Manuel Hernández Niebla and Gastón Luken.
Moments after Luken signed his commitment agreement with the organization, Hernández Niebla announced his withdrawal from the electoral race, stating "We haven't been able to get the necessary requirements for us to be able to compete in the race in a similar way as political party candidates do."
